There's a great article in the current issue of The Journal of Light Construction by our good friend Leigh Marymor of The Lunt-Marymor Company about High-Efficiency Toilets.
The bottom line is that there are a lot of great new developments happening with low water usage toilets, and we've come a long way from the first generation 1.6 gallons-per-flush toilets that everybody was less than enthusiastic about.
As a plumbing contractor, I remember the response when the first generation of 1.6-gallon-per-flush (gpf) toilets hit the market in 1994: People hated them. They didn’t clear the bowl of solids and often left dirty porcelain. In the years since, plumbing manufacturers have redesigned their products so they are now less likely to clog.
